Cherrywood (SDZ) extends to approximately 360 hectares within Dún Laoghaire-Rathdown. Situated at the foothills of the Dublin Mountains, the SDZ lands occupy a highly strategic position between the M50 and N11 corridors, approximately 1km north of their divergence from the M11 and around 8km south of Dún Laoghaire town centre. In recognition of its strategic importance, Dún Laoghaire-Rathdown County Council applied for Strategic Development Zone (SDZ) designation, which was granted by the Government in May 2010.
The Planning Authority is currently progressing an Amendment to the Planning Scheme (Proposed Amendment No. 11) to reflect recent changes in national planning policy and to update the development parameters for the Town Centre and Environs. It is anticipated that the Proposed Amendment will come into effect sometime in Q3 or Q4 2026.
The exact outcome of the Proposed Amendment is not certain at this point but as it applies to the subject site, the process indicates the amended Planning Scheme will allow for development up to 150,640 sq m gross floor area above basement level at the subject site. The Proposed Amendment defines the acceptable percentage floor areas between specific land uses at the site: Residential (65%); Leisure/Recreation/Tourism (13%); Retail & Services (9%); UrbComm (8%); Civic, Culture and Community (5%). This translates to 1,150 residential units comprising 97,969 sq. ft. (1,054,527 sq. ft.) and commercial space of 52,103 sq. m. (560,826.29 sq. ft.). The commercial uses are in various categories, which include urbcomm / office, retail, gym, library, leisure, and hotel.
Development up to 500 residential units and 10,000 sq. m non-residential floor space can proceed immediately subject to planning permission, with further development connected to the phasing of infrastructure.
Designated as a Strategic Development Zone by the Government in May 2010, Cherrywood offers significant potential for development. The SDZ lands are situated between the N11 and M50, benefiting from strong road network connections. Additionally, there are five Luas stops within the SDZ area— Carrickmines, Brennanstown, Laughanstown, Cherrywood, and Brides Glen—and Cherrywood is also well-served by Dublin Bus, further enhancing its accessibility.
The SDZ planning process is set out in Sections 165 to 171 of the Planning and Development Act 2000 – 2011 which provides that a Planning Scheme is prepared by a Development Agency specified by the Government, indicating the types of development that may be permitted within an SDZ.
If planning applications are in accordance with the adopted Scheme, they must be granted by the Planning Authority subject to conditions and the applicant/developer may proceed with the proposed development. If a planning application is not consistent with the Planning Scheme, it must be refused by the Planning Authority. Submissions / observations may be made by the public to planning applications within the Planning Scheme boundary, however, it should be noted that there is no provision for appeals to An Bord Pleanála by any parties.
